Investigation: Russians planned terrorist attack among military personnel in Kyiv region by using teenager, whom they also wanted to kill

Russian special services were planning a massive terrorist attack against the military in Kyiv region. A teenager was recruited to carry out the attack, who was to be blown up with homemade explosives.

This was reported by the Prosecutor General's Office and the Security Service of Ukraine.

In total, four members of the Russian agent network were detained. They were preparing to detonate explosives at the entrance to the building where one of the units of the Defense Forces is stationed.

According to the investigation, the improvised explosive device was to be delivered to the facility by a teenager. The explosive was hidden in a tactical backpack, and the boy was dressed in a Ukrainian military uniform.

The occupiers tracked his movements online. According to the investigation, they planned to detonate the explosives as soon as the boy entered the building. However, he did not know that he would also be blown up — he thought that the explosion would occur after he left the building.

According to the Security Service of Ukraine, with this terrorist attack, Russian special services wanted to undermine the socio-political situation in Ukraine and create the impression of a conflict within the Defense Forces, when one “military” blows up others in protest.

Who was detained?

According to the investigation, the 16-year-old student from Kirovohrad region was supposed to be the bomber. He received the coordinates of the cache from the occupiers, where he took the explosives and military uniforms.

Another member of the network is a 19-year-old boy who transported the explosives and military uniforms from the “initial cache” to the cache where the 16-year-old picked them up, according to preliminary data.

The “initial cache” was set up by two residents of the Vinnytsia region. They made an explosive device according to the video instructions of a representative of the Russian special services and hid it in a certain place.

According to the investigation, all four offenders acted separately from each other, but had a common supervisor from Russia.

After arriving in the Kyiv region, the “bomber” checked into a hotel near the agreed place and acted on instructions he received via Telegram from a representative of Russian special services. He managed to pick up the backpack left in the designated place and, having changed into a military uniform, arrived at the place and planted the explosives.

However, counterintelligence exposed the Russians' plans in advance and prevented the attack. All four agents were detained.

What is the punishment?

The offenders were served a notice of suspicion under two articles of the Criminal Code of Ukraine:

  • Part 2 of Art. 111 — high treason committed under martial law;
  • Part 2 of Art. 263 — illegal handling of weapons, ammunition or explosives.

The detainees are being held without bail. They face life imprisonment with confiscation of property.
