Spain detains Ukraine’s former security council deputy secretary Gladkovsky in graft case

Spanish authorities detained former First Deputy Secretary of Ukraine’s National Security and Defense Council Oleg Gladkovsky, wanted in a corruption case involving army vehicle procurement, with extradition to Ukraine under consideration, the Specialized Anti-Corruption Prosecutor’s Office (SAPO) reported.

The SAPO did not name the detainee, but a law enforcement source confirmed to hromadske it is Gladkovsky, per the outlet’s report.

Ukraine’s National Anti-Corruption Bureau (NABU) placed Gladkovsky on its wanted list in April 2024 after he failed to appear at court hearings and fled abroad.

Investigators allege Gladkovsky abused his position to secure improper benefits for PJSC Automobile Company Bogdan Motors, in which he and associates hold ownership stakes, causing state losses of 17.44 million hryvnias ($420,000).

Specifically, Gladkovsky is accused of ensuring the inclusion of Bogdan Motors’ trucks in state defense orders despite non-compliance with government standards.

In October 2019, NABU charged Gladkovsky with abuse of power under Part 2, Article 364 of Ukraine’s Criminal Code.

Former Deputy Defense Minister Ihor Pavlovskyi and ex-director of the Defense Ministry’s military-technical policy department Andriy Araptanov, charged in April 2020, are also implicated in the case.

The indictment was sent to court in July 2021 for trial, according to the prosecutor’s office.
