July sees highest civilian casualties in three years in Ukraine: 286 dead and over 1,300 injured

In July 2025, Ukraine saw 286 civilians killed and 1,388 injured due to the ongoing war, marking the highest civilian casualty count since May 2022, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU).

Civilian casualties were reported across 18 regions and the city of Kyiv.

The increase in casualties in July primarily occurred in Ukrainian-controlled areas along the frontline. The largest spike was caused by Russian aerial bombs, resulting in 276 casualties (67 killed and 209 injured) in July 2025, compared to 114 casualties (34 killed and 80 injured) in June 2025.

Despite a roughly 20% decrease in casualties from long-range missile and loitering munition strikes in July compared to June 2025, these attacks remained a significant threat to civilians, accounting for nearly 40% of all civilian casualties, particularly in major cities like Kyiv, Dnipro, and Kharkiv.

Short-range drones were the second leading cause of civilian casualties after long-range weapons, responsible for 24% of the total (64 killed and 337 injured).

The UN Mission previously reported June 2025 as the month with the highest civilian casualties in three years.
