Ukrainian police raid dozens of hospitals in massive fraud probe
Ukraine’s National Police launched 70 searches at medical facilities nationwide to document schemes involving the embezzlement of hundreds of millions of hryvnias intended for patient treatment under the medical guarantees program, the National Police reported on Friday.
Investigators are documenting fictitious medical services and data manipulation in the electronic healthcare system. Preliminary estimates indicate damages could reach hundreds of millions of hryvnias.
The searches are being conducted with assistance from the Ministry of Health and the National Health Service of Ukraine.
The pre-trial investigation is underway under articles of Ukraine’s Criminal Code covering:
- embezzlement and misappropriation of property (Art. 191),
- abuse of power or official position (Art. 364),
- official forgery (Art. 366),
- interference with automated systems (Art. 362),
- official negligence (Art. 367),
- legalization of criminally obtained proceeds (Art. 209).
The sanctions of these articles provide for a penalty of up to 12 years in prison with confiscation of property.
