US to mediate Ukraine-Russia talks in Abu Dhabi on November 10–11, Witkoff says

The United States will mediate working-level negotiations between Ukraine and Russia in Abu Dhabi on November 10–11, US special envoy Steve Witkoff announced on November 3.
According to Witkoff, the discussions will focus on postwar security arrangements, de-escalation, humanitarian measures and further steps toward ending Russia's war against Ukraine.
The US delegation will also hold separate meetings in Brussels this week with representatives of France, Germany, the United Kingdom, the European Union and NATO.
Those talks will address security guarantees for Ukraine, Europe's postwar security architecture and economic opportunities to support Ukraine's reconstruction.
"We look forward to building on the progress made in Kyiv, Oslo, and St. Petersburg toward a comprehensive, durable peace agreement that delivers lasting security for generations to come," Witkoff wrote on X.
In October, Ukrainian President Volodymyr Zelenskyy met with Witkoff and fellow US envoy Jared Kushner in Oslo, alongside Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre.
The US delegation subsequently traveled to St. Petersburg for talks with Russian officials. Witkoff described those discussions as constructive and said negotiations would continue at the technical level.
Witkoff did not specify who would represent Ukraine or Russia at the upcoming Abu Dhabi talks.
