Ukraine is finalizing work on 20 points of the so-called peace plan. President Volodymyr Zelenskyy called it a "fundamental document that could define the parameters for ending the war."

"...we expect to deliver this document to the United States in the near future following our joint work with President Trump’s team and partners in Europe," Zelenskyy wrote.

The president announced a conversation with the American side about the document on Wednesday, which will detail Ukraine's postwar reconstruction and economic development process.

A meeting in the "Coalition of the Willing" format is set for Thursday.

"We are working very productively to guarantee future security and prevent a recurrence of Russian aggression. This week may bring news for all of us – and for bringing the bloodshed to an end. We believe that peace has no alternative, and the key questions are how to compel Russia to stop the killings and what specifically will deter Russia from a third invasion," Zelenskyy wrote.

Background

On December 5, the sixth meeting in two weeks between Ukrainian and U.S. representatives took place. They discussed the results of the recent U.S. visit to Russia.

Zelenskyy said he had a "long and substantive" phone call with the Americans. Axios wrote that the conversation concerned territorial issues and security guarantees. According to one source, territory discussions proved a difficult topic.

Politico reported that the U.S. demands Ukraine, under a potential peace deal, withdraw from Russian-unoccupied parts of Donetsk Oblast — something Russia also wants. Zelenskyy has stressed that Ukraine does not consider ceding any territory, as neither national legislation nor international law allows it.

Parallel to this, Ukraine is consulting with European partners. On December 8 in London, talks took place with leaders from Ukraine, Germany, France and Britain. Afterward, Ukraine's president said the Ukrainian and European components of a potential peace agreement have been "worked out more," and now Ukraine and Europe are ready to send their proposals to the U.S.
